Can Electronic Cigarette help quit smoking?

I heard about Electronic Cigarette. Many people smokers even say the e-cigarettes can help people quit the smoking habit but many are aware of it. But I have also heard that American Cancer Society and the American Lung Association says that E-cigarettes should be banned. But a federal court has stymied FDA efforts to keep them off the U.S. market. Means now also there is a debate about E-cigarettes.
